Record of proceedings of a Board of Investigation

convened on board the U.S.A. "Alexander", by virtue of an order signed by

Lieutenant C. B. Woodward, U.S. Navy, Commanding U. S. First Torpedo

Flotilla, Hongkong, China, Senior Officer Present.

The Board met pursuant to the above mentioned order.

Present:-

Lieutenant A. B. Watson, U.S. Navy, Senior member.

Ensign T. L. Ozburn, U.S.Navy, member.

Ensign M. K. Metcalf, U.S.Navy, member and recorder.

The order convening the board was read,

together with the report of the collision made to the Senior Officer

Present by Master A. E. Gove, U.S.N.A. "Alexander", copies of which are

prefixed hereto, marked "A", and "B". After consulting the "Alexander's"

log and the chart of Hongkong Harbor, the Board decided upon the course

of its procedure.

Master A. E. Gove, U.S.N.A."Alexander", the

Solicitor for the complainant, stenographers and interpreter, were

called before the Board and the Senior Member informed the defendant and

solicitor for the complainant of the instructions of the Board, and

further informed them that, in view of the fact that the collision

between the U.S.N.A. "Alexander" and a junk was to be inquired into, they

had the right to be present to cross-examine witnesses and present such

evidence
